Just change the value of Security.AccountLockFailures to 0 in the advanced settings.

Turn off the Security.AccountLockFailures option to solve this problem, but this is not recommended because it is very unsafe.

Curve solution:

Configure the ssh key for esxi. The key file is in /etc/ssh/keys-root/authorized_keys. After configuring the esxi key and the root account is locked, log in to the system directly with the key, and then Just restart the ssh process.
