The main reason for these problems is that the IP addresses in the address database were indeed from the United States, but when the global node computer room was deployed, these IP addresses were taken and broadcast.

It's just that there is no update in the VuLTR merchant IP address database we saw. But in fact, they must be using the machine in the computer room given to you, but the IP address we query is not updated from the database. This will take some time to update before it can be changed. Of course, if the merchant's machine is not fast, it is a line problem and has nothing to do with the IP address.
