VirMach: Added new function of migrating datacenter, $5 each time

VirMach has also learned how to move the datacenter and added the function of moving the datacenter. However, unlike the free migration of VirMach, there is a fee for VirMach to migrate the datacenter, which is US$5 each time. Additionally, VirMach can replace IPs for $3 each time (not guaranteed) or $5 each time (guaranteed availability). It should be noted that the special plan does not support these functions, only the regular plan.
